Board of Management

The Board of Management’s primary function is to oversee the governance of Portland District Health and the Board is committed to ensuring that the services provided by Portland District Health comply with the requirements of the Health Services Act 1988 and the objectives, vision and mission of the service.

The Board consists of up to 12 members appointed by the Governor-in-Council on the advice of the Minister for Health following nominations received by Portland District Health.  Each member is appointed for up to a three-year term and is eligible for re-nomination when the term ends.

Portland District Health's Board of Management meets monthly throughout the year.

Portland District Health by-laws enable the Board to delegate various responsibilities. These by-laws are supported by executive delegations and operational responsibility which enables executives and staff to perform their duties through specific delegated authority.

The registered office of Portland District Health is Bentinck Street, PORTLAND  VIC  3305.

 

Mike Noske

PRESIDENT B.Eng (Mech) Honours

Mike is serving his third term as a Board member and in 2012 was elected as Chairman and President of the Board of Management.  He is also a member of the Finance Committee and Chairman of Active Health Portland.

Mike is a Keppel Prince Project Manager.

 

Andrew Govanstone

Senior Vice President Dip Appl. Sci. and B.A.(Hons)

Andrew is serving his third term as a Board member and in 2012 was elected as Senior Vice President.  He is also Chairman of the Audit & Risk Committee.  

Andrew is currently employed as a Senior Biodiversity Officer and Multi-Agency Facilitator for Lake Condah water restoration project. Andrew has a Diploma of Applied Science (Horticulture) and an Honours Degree in Australian History

 

Ray Gilby

Junior Vice President

Ray is serving his first term on the Board of Management.  In 2012 Ray was elected as Junior Vice President.  He is a member of the Audit & Risk Committee and Clinical Quality & Risk Management Committee. 

Having held various management and middle management positions, Ray has knowledge of Budget management, Governance processes, OH&S, Staff management and structures. 

 

John Osborne

Board Member

John is serving his second term as a board member and has assumed the role of Chair of the Finance Committee. 

John is the General Manager – Manufacturing, for Alcoa of Australia’s Victorian Operations and the Location Manager for Portland Aluminium. He has a keen interest in organisational development and sustainability. In addition he is involved in a number of community and industry initiatives and is a founding member for the Committee for Portland and the Centre for Rural Emergency Medicine.

Anita Rank

Board Member

Anita is new to the Board in 2012 and has strong credentials in health and wellbeing, the recreation industry as well as community and regional development.

She is currently Executive Officer of the Portland YMCA and the Committee for Portland.

Anita sits on a number of boards and has a Bachelor of Education in physical education and health, diploma of Management and diploma in Business Governance

Jim Cooper

Board Member

Jim is new to the board in 2012 and is a member of the Finance Committee. Jim is currently the Chief Executive Officer of the Port of Portland.  Prior to joining the Port of Portland, Jim was a corporate lawyer for 15 years working for a number of ASX listed Australian public companies.

Jim holds a Bachelor of Economics and a Bachelor of Laws (with Honours) from Monash University.
