Board of Directors is the ultimate governing body for Colac Area Health. It was established with the creation of Colac Area Health in 2002 by the Governor in Council on the recommendation of the Minister for Health at the time.

The Board has nine members. The Directors are community people who have applied to be considered for appointment.

Broadly the Board decides what services shall be provided and what services should be developed or expanded.

The Board also monitors the performance of the health service each month through two key Committees:

  • Risk and Finance Committee
  • Board Practice and Clinical Governance Committee

The Board is responsible to the Minister for Health and to the Victorian government. By an approved Instrument of Delegation, the Board tells the Chief Executive Officer and staff what decisions they can take.

Mr Anthony Baldwin - Chairman

Tony is a self-employed businessman. He has an interest in quality assurance procedures, financial management and strategic planning. Tony is actively involved in the community as a member of the Rotary Club of Colac.

Mr Max Arnott - Senior Vice-Chair and Treasurer

Advanced Diploma of Financial Services, CFP Certified Financial Planner Max is a Certified Financial Planner who established the business Adviser Group FP by bringing together advisers and staff from Colac, Geelong, Hamilton and Albury into a diversified business. This Group is now one of the top ten practices for the Licensee of MLC/Garvan Financial Planning Vic/Tas States. Max is an active member of the community having been awarded a Life Membership of the Apex Club of Colac, and is currently a member of the Rotary Club of Colac West, State Delegate of MLC/Garvan Advisory Board, and Treasurer of Otway Business Inc.

Mr Anthony Graham

Tony has been a member of the CAH Board since 1998, including three years as Chairman. Tony has represented our service over the past seven years as an elected Councillor with the Rural and Regional Health Division of the Victoria Healthcare Association (VHA) and was appointed as a Director of the Board of Management of VHA in 2004.

In 2008 Tony was appointed Chairman of the Board of Directors of VHA He is also a Board member of the Community Services and Health Industry Training Board representing health organisations in Victoria. Currently he works as Manager of Community Services with Royal Melbourne Institute of Technology (RMIT).

Glynis Myers

Glynis has a comprehensive knowledge of financial matters and recently completed Certificate IV in Financial Services, Accounting. She has been responsible for running her own bookkeeping business in Colac for twelve years.

Glynis is a member, 1st Vice President, of the Colac Lions Club, and Financial Administrator, Colac Otway Citizens Advocacy, and is an active participant in the community.

Mr Richard Riordan

BBus (Management)

Richard is a local businessman, and takes a keen interest in the development and well being of the Colac Otway community. Married with 4 children, he is actively involved in many aspects of Colac and district. Richard is an enthusiastic supporter of improving and developing community services in Colac and has been the driving force behind the establishment of con.ceit Corangamarah Art Prize.

Cr Chris Smith

Chris Smith is local businessman, dairy farmer and church pastor who takes a keen interest in youth issues. Chris and his wife Maree have 4 children.

Chris has been a Councillor, Colac Otway Shire since 2004, serving as Mayor in 2007/08.

An active member of the community, currently serving as Chair or member of numerous committees and groups.

Ms Janine (Kate) Howard

Kate is an administration officer – bursar for the Sacred Heart Primary School in Colac. Kate has been living in Colac since 2004 and been involved with many community and education groups during her time. She brings to the Board a community oriented perspective with empathy for the very young and the challenges of parenthood. Kate has a particular interest in risk management from a consumer point of view.

Mr Phillip Johnson

Phillip is a retired school principal; over his teaching career spanning some 39 years he has held the position of principal of four primary schools across Western and Central Victoria. His experiences have provided expansive insight into rural life and its challenges. While currently enjoying a very busy retirement Phillip has many community interests including being a member of Colac Lions Club holding the position of Secretary. Phillip has an interest in bringing together his education experiences and health service development.

Mr John DeLorenzo

FIPA, Advanced Diploma of Business (Accounting), Graduate Diploma in Professional Accounting.

John currently is a manager with SPE (Management) Pty Ltd; a softwood exporting business in Geelong, and has held the position since 2005. John has accounting and corporate governance experience; being SPE Company Secretary he has a sound knowledge of risk management and corporate accountability. John has an interest strategic planning, leadership and decision making processes.
